Start Tracktion and in the Project Tab > ‘import material” > “import an audio or midi file…”… follow the browse dialog to your MIDI file.

You wll now see that a copy of your MIDI file has been added to the current project.

Or… once you are inside a new edit (say ‘new edit #1’) you can go to the bottom left corner and ‘import’ > “import an audio or midi file…”.

Your sequencer layout will look like this:

You then need to choose a ‘Track Destination’.

You can then send each Track to a VSTi (seen to the right of each track):
